This process was previously a three-step process starting with advertising for statements of qualifications, then developing a short list, and then requesting proposals from the short list to include resumes, comments on the contract, and price considerations if relevant; but is now often a four-step process, with the last step of negotiating sequentially with the most qualified firms.
