Current Issues in Procurement of Architectural, Engineering, and Construction Management Services

Government Code Sections 4525 define a qualifications-based selection process where public entities may consider the price of proposed services in the procurement. This process was previously a three-step process starting with advertising for statements of qualifications, then developing a short list, and then requesting proposals from the short list to include resumes, comments on the contract, and price considerations if relevant; but is now often a four-step process, with the last step of negotiating sequentially with the most qualified firms.
