The private rental market is playing an increasingly vital role in meeting the nation’s housing needs. Over four million households currently rent their homes, which is doublethe two million who rented at the turn of the century.1 In London alone, it is predicted that by 2025 just under 40% of households in the capital will be renting.2

The Montague Report, which was published by the Government in 2012, considered how to encourage investment into the private rented sector, and recognised the opportunity for the rental market to accelerate the delivery of homes, whilst setting the standards for accommodation, and seeking to attract institutional investment into the market.
