You’ve finished your local testing, and now you want to finally test your change with real data before rolling it out. Obviously, you’re not allowed to connect to the production database because if there’s a bug in your code, you’ll be destroying actual user data.

Infrastructure Policy Watch: cost of climate change to UK finances, public views on New Zealand infrastructure

The Office for Budget Responsibility (OBR) in its latest Fiscal Risks Report has forecast the cost to the UK public finances from climate change (physical risks) and the transition to net-zero (transition risks) across a range of different scenarios. Describing the challenge, the OBR states: There are many other policy challenges to overcome, so the path to net zero can be expected to involve many policy levers on top of carbon taxes and emissions trading schemes, including bans and other regulations, and public subsidies and investment. These will all have economic and fiscal implications of one sort or another – either directly (via taxes and spending) or indirectly (via wider economic outcomes). Taking early action to achieve net zero would add 21% of GDP to public sector net debt by 2050, a smaller amount than that added by the Covid-19 pandemic. This amount comes from increased spending on net-zero investment, the loss of tax revenues (such as fuel duty), revenues from tax on carbon and other costs such as increased debt interest payments.

The latest on ICE's second UK infrastructure assessment consultation

ICE Policy and Public Affairs recently launched a discussion paper and consultation on what should be in the second National Infrastructure Assessment (NIA). The work progresses the institution’s aims to influence infrastructure policy at a systems level. This autumn, the National Infrastructure Commission (NIC) will publish its baseline assessment of the current state of key infrastructure sectors, along with proposals for the strategic themes and main priorities of the second NIA expected in 2023. Having been closely involved in both the establishment of the NIC in 2013 and the first NIA in 2018, our consultation asks what the core considerations of NIA2 should be – including net-zero, levelling-up and climate resilience – and explores which demand drivers have changed since the first NIA. Through this paper, we’re seeking to shape the wider infrastructure policy debate, consistently and over a number of years, by examining what our long-term infrastructure should look like – and most importantly, ensure it delivers the sustainable future outcomes we need it to. Look out for more updates later this year on ICE’s work in this area.

How can we design better for Buildability?

The use of highly sophisticated building models – as a result of BIM – has transformed how we design the built environment. However, although the digital models used by architects and engineers during design enable impressive visualization and documentation of the designer’s intent, the data and considerations required to construct it are often considered separately. We typically use the design model to communicate the final state of the project – not how it is constructed, even though such considerations result in a more accurate estimate on both project time and cost. Of course, different flavors of BIM tools exist that do consider such topics during manufacturing and construction, but how often do we truly consider the impact of the construction process as part of making the right initial design decisions?
